Steven Harroun

Mr. Harroun is the senior official directly responsible for enforcing Canada's Unsolicited Telecommunications Rules, including the National Do Not Call List. That makes him the person most directly accountable for a program that has failed ordinary Canadians for nearly two decades. I have received near-daily robocalls from air duct cleaning services since 2018, despite being on the DNCL. The standard response from the CRTC is that many violators operate from overseas or use spoofed numbers. That may be true — but it is also a confession that the enforcement framework is not fit for purpose, and that the office responsible for it has not found a solution. Over 944,000 complaints have been filed with the DNCL since 2008. If that volume of complaints over that length of time has not produced a meaningful reduction in violations, the enforcement strategy needs to be fundamentally reconsidered. That responsibility sits with this office.
