I want to be fair. When Rowena Lindsay retired in the middle of my inquiry, it was Janice David, Manager of Strategic Recruitment & Employment Services, who stepped in and told me: "I will look into your inquiry and arrange for a response to be provided to you." That was November 1, 2013. No substantive response ever came. I followed up again in January 2014. Still nothing. After that, I had no choice but to let the matter go, not because I accepted the outcome, but because it became clear that the City of Toronto's HR management had no intention of engaging seriously with my concerns. Janice David held a management role. She had the authority and the responsibility to look at what had happened, acknowledge the gaps in her department's process, and provide a real answer to a qualified professional who had been treated dismissively for months. She chose not to. The failure here is not as sharp as with others involved; she was not the one who ran the flawed hiring process or sent the condescending emails. But a manager who promises action and then delivers silence is not doing her job. The citizens of Toronto deserve public servants in management roles who follow through on their commitments. Responsiveness: 2/5. Acknowledged the inquiry initially but went silent despite follow-up. Transparency: 1/5. Never provided the information or response she had committed to deliver. Effectiveness: 1/5. The matter remained entirely unresolved under her watch. Integrity: 2/5. Made a commitment she did not keep.
