Kim Pate

Kim Pate was appointed to the Senate of Canada in 2016, representing Ontario. Before her appointment, she spent decades as executive director of the Canadian Association of Elizabeth Fry Societies — an organization that advocates for women in the criminal justice system — and built a career as one of Canada's most knowledgeable experts on prison conditions, women's incarceration, and the over-representation of Indigenous and marginalized women in federal penitentiaries. Pate's Senate work has been defined by this expertise. She has advocated for the abolition of solitary confinement, for meaningful implementation of Section 81 and 84 of the Corrections and Conditional Release Act (which allow Indigenous Peoples to serve sentences in healing lodges), for better mental health treatment in federal prisons, and for the decriminalization of survival crimes that disproportionately incarcerate women experiencing poverty and trauma. On these files, her expertise is unmatched in Parliament. She understands the system from the inside out, knows the advocates, knows the data, and understands the gap between what the law says and what actually happens inside federal institutions. This is exactly the kind of knowledge the Senate is theoretically designed to bring to legislation — the long-term expert perspective that busy cabinet ministers rarely have time to develop. Her appointment by Prime Minister Trudeau reflects well on that appointment process, whatever its structural limitations. Canada's most vulnerable incarcerated people have a genuine advocate in the Senate, and that matters.
