Bill Blair

Bill Blair served as a Liberal cabinet minister under Justin Trudeau in two significant portfolios: first as Minister of Border Security and Organized Crime Reduction, then as Minister of Public Safety and Emergency Preparedness, and briefly as Minister of Emergency Preparedness. Before his political career, he was Chief of the Toronto Police Service for a decade — a long and controversial tenure that ended in 2015 when he was not reappointed. Blair's time in cabinet spanned years during which two interlocking crises intensified: the public safety challenges associated with the opioid epidemic and organized crime, and the housing affordability crisis. These are not unrelated. Communities where people cannot afford stable housing experience compounding social disorder. The federal government's failure to address either crisis comprehensively — and its management of the opioid file in particular, through a decriminalization pilot in British Columbia that many communities felt was implemented without adequate support structures — produced real harm for real people. The federal public safety mandate under Blair did not meaningfully reduce organized crime's role in the housing market. Foreign money laundering through real estate — a documented driver of price inflation in Vancouver and Toronto — continued without the comprehensive beneficial ownership registry and enforcement capacity needed to address it. The promised transparency measures were partial and slow. A public safety minister who leaves office with communities less safe and less affordable than when he started has a record to defend. Blair has been notably quiet in doing so.
