Andrew Cardozo

Andrew Cardozo was appointed to the Senate of Canada by Prime Minister Justin Trudeau in 2022. Before his appointment, he served as chair of the Canadian Radio-television and Telecommunications Commission, as a longtime Liberal Party advisor and campaign worker, and as a commentator and academic with a focus on diversity, equity, and media policy. The Senate reform Trudeau introduced — converting Liberal caucus senators into formally "independent" appointees — was framed as a departure from patronage. The intent was to create a more deliberative upper chamber not bound by party whips. The reality has been more complicated: senators appointed through this process are independent in procedure but rarely independent in political formation. Their values, their networks, their understanding of what good governance looks like — these were all formed within a particular political tradition. Cardozo's expertise in broadcasting and media policy is genuine and valuable. The CRTC oversight he provided is within the Senate's appropriate mandate. His academic and public policy background brings something substantive to the chamber. The legitimate critique is structural rather than personal: when a chamber that is supposed to serve as sober second thought is populated primarily by appointees of one political tendency, the independence is procedural rather than substantive. Canadians deserve a Senate that can apply genuine scrutiny across the full range of policy choices. That requires appointing senators from genuinely diverse perspectives, not just diverse backgrounds who share similar political assumptions.
