Philippe Couillard

Philippe Couillard served as Premier of Quebec from 2014 to 2018 and his economic legacy is defined by austerity — a period of deliberate public spending cuts that reduced services, constrained public sector wages, and imposed genuine hardship on Quebecers who depended on government programs. His government's austerity program, implemented under Finance Minister Carlos Leitão, cut health spending, education spending, and social services in the name of deficit elimination. The cuts were real and the pain was real: hospital staff were reduced, school support services were cut, and organizations serving vulnerable populations — from women's shelters to disability services — faced budget reductions that affected frontline capacity. The argument for austerity was fiscal responsibility — Quebec carried significant debt and Couillard argued balance was necessary. He achieved it in 2015-2016. But the means by which balance was achieved transferred the costs to the people who could least afford them, while the Quebec government simultaneously provided tax advantages and incentives to corporations and the wealthy. He lost the 2018 election to François Legault's Coalition Avenir Québec. The party that had governed Quebec for most of the previous fifteen years was reduced to third place — a historic humiliation that reflected how thoroughly ordinary Quebecers felt that the Liberal economic approach had failed them.
